Platform/Socionext: update ARM-TF binary to latest versionbuild45
Update to RELEASE build of commit 47577cbaaf4b. This is a complete
rebase of the SynQuacer port to ARM-TF mainline. The image also
includes a build of OP-TEE version 3.2.0, with support enabled for
ARMv8 Crypto Extensions instructions. Running OP-TEE requires a SCP
firmware version that is not yet widely available.
